We are expanding our animal care and control services to serve more communities! Beginning July 1, 2026, Inland Valley Humane Society & S.P.C.A. (IVHS) will provide services for Azusa and Baldwin Park.

Frequently asked questions

Beginning July 1, 2026, IVHS will begin providing animal care & control services to the incorporated cities of Azusa and Baldwin Park.

Baldwin Park will have a dedicated Animal Control Officer assigned specifically to serve their community. This officer will focus on responding to field service calls within the city, including stray animals, public safety concerns, and enforcement of local animal regulations. Having an officer dedicated to Baldwin Park helps ensure consistent coverage, familiarity with the community’s needs, and responsive service for residents.

Residents will no longer utilize the LA County shelter facility located within Baldwin Park for stray animal intake, owner surrenders, or pet reunifications. Animals picked up in the incorporated areas of Azusa and Baldwin Park will be transported to IVHS’ main shelter campus located at 500 Humane Way, Pomona, CA 91766. The unincorporated portions of Azusa and Baldwin Park will continue to be serviced by LA County at the Baldwin Park shelter.

The transition of services will begin July 1, 2026. Until that date, current services will remain unchanged.

After July 1, we will assume animal care & control services for the cities of Azusa and Baldwin Park.

The cities of Azusa and Baldwin Park carefully evaluated their animal care and control services as part of its ongoing responsibility to provide effective and financially sustainable services to the community. As costs associated with the County-led model increased over time, the cities took the opportunity to explore options that would best support both residents and animals moving forward.

After thoughtful consideration, Azusa and Baldwin Park chose to partner with IVHS, a trusted, full-service humane organization with more than 76 years of experience serving local communities. Through this partnership, Azusa and Baldwin Park will benefit from responsive field services and access to comprehensive animal welfare resources, including low-cost and affordable veterinary services.

This collaboration reflects each City’s continued commitment to public safety, compassionate animal care, and responsible, long-term planning for the community.

Animal Control Services will now be handled by IVHS:

  • Stray animal response and pickup
  • Public safety response (injured, aggressive, at-large animals)
  • Deceased animal pickup
  • Dog bite investigations
  • Enforcement of local animal ordinances
  • Animal cruelty investigations (State-authorized Humane Officers)
  • Nuisance complaints (barking dogs, leash law violations, over-limit cases)
  • Emergency response

Wildlife
IVHS will assist with wildlife inquiries, handle calls for sick, injured, and aggressive wildlife, and work with local rehabbers and California Department of Fish and Wildlife (CDFW) as appropriate.

  • Access to low-cost veterinary services at IVHS’ Alex and Elisabeth Lewyt Medical Center
  • Affordable spay/neuter services through our mobile unit, The Good Mobile, in both Azusa and Baldwin Park
  • Access to our, breed specific, reduced cost spay/neuter initiatives
  • Access to our TNR program
  • Participate in monthly low-cost vaccine and microchip clinics
  • Adopt pets from IVHS
  • Access to IVHS’ Kibble Cupboard pet food and supply assistance program

Pet licensing requirements remain in effect. All current pet licenses will be transferred from LA County to IVHS.  Pet owners will be sent renewal notifications through email and/or mail from DocuPet on behalf of IVHS for any licenses that will expire July 1, 2026 or beyond. Licensing can be completed online through our website or in-person.

We partner with DocuPet for pet licensing services. Azusa and Baldwin Park residents will be required to:

  • License all dogs over 4 months of age
  • License any dog that has been on the property for more than 30 days
  • Maintain current rabies vaccination

Beginning July 1st, all stray animals picked up in the incorporated areas of Azusa and Baldwin Park will be transported to:

If your pet is lost, we recommend the following steps:

  1. Visit IVHS in person as soon as possible. Photos online may not immediately reflect every animal in care, so checking in person is strongly encouraged
  2. Search the lost and found and Pets in Our Care sections of IVHS’ website daily
  3. Call us at: 909-623-9777, to report your pet missing and provide a detailed description
  4. File a lost pet report online
  5. Check surrounding shelters in case your pet may have traveled outside city limits

Animals are held for a legally required stray hold period before becoming available for adoption, so acting quickly greatly improves the chance of reunification.

We strongly encourage all pet owners to ensure their pets are microchipped and wearing current identification tags, as this is the fastest way to be reunited if they become lost.

Beginning July 1st, if you find a stray animal in the incorporated cities of Azusa or Baldwin Park, please contact IVHS for assistance.

Whenever possible, we ask that you:

  1. Call us at, 909-623-9777, first to report the found animal and receive guidance
  2. If the animal is safe and contained, we will provide instructions on next steps
  3. If needed, an Animal Control Officer can respond

Residents should no longer bring stray animals to the LA County shelter facility located within the City of Baldwin Park.
If the animal is injured, aggressive, or poses an immediate safety concern, please notify IVHS so the situation can be prioritized appropriately.

Acting quickly helps increase the likelihood of reuniting pets with their owners.

As the cities of Azusa and Baldwin Park transition animal care and control services to IVHS, some fees may differ from those previously charged under the County model.

Fees that may be affected include:

  • Impound and boarding fees
  • Owner surrender fees
  • Citation and administrative fees
  • Licensing fees
  • Redemption fees for reclaimed pets

All fees support animal care, housing, medical treatment, reunification, and efforts to reduce pet overpopulation.

Residents are encouraged to contact their city directly for the most current fee information.

The public will be notified through:

  • Local media announcements
  • Social media updates
  • Website updates
  • Informational postcards located at City facilities, IVHS, & the LA County shelter located in Baldwin Park
  • Direct communication from the cities

If you find a stray animal in the incorporated cities of Azusa or Baldwin Park beginning July 1st, it is important that the animal be reported and processed through IVHS, as the Pomona campus will be the contracted animal care and control provider for the cities of Azusa and Baldwin Park.

Stray animals should be directed to IVHS so they can:

  • Be properly documented as a stray from the cities of Azusa or Baldwin Park
  • Receive the legally required stray hold period
  • Be entered into the correct lost-and-found system
  • Ensure owners know where to look for their missing pets

Although IVHS is affiliated with San Gabriel Valley Humane Society, that shelter will not yet be able to receive animals from the cities of Azusa or Baldwin Park.

If you are unsure what to do, please contact IVHS first for guidance. Acting quickly and ensuring the animal is taken to the correct shelter greatly increases the chance of a successful reunion with its owner.
